Solution:

Escape velocity is \(v_e = \sqrt{\frac{2GM}{R}}\). Since the mass of the planet is equal to that of Earth but the radius is \(R/4\), the escape velocity will be \(v'_e = \sqrt{\frac{2GM}{R/4}} = 2v_e = 2 \times 11.2 = 22.4\text{ km/s}\).
